Most leadership teams, when asked whether their business is ready to use AI, will say yes — or something close to it. They have a data infrastructure. They have people who understand technology. They have budget and appetite. What exactly is the problem?

That is not a crisis of interest or investment. It is a gap between the belief that the organisation is ready and the operational conditions that readiness actually requires.

Understanding what those conditions are — and being honest about where they are absent — is the most useful thing a business can do before committing significant resource to an AI initiative.

Data: the problem most businesses underestimate

Ask an IT team whether the business has usable data for an AI project and the answer is almost always yes. Ask them whether that data is clean, consistently structured, reliably labelled, and accessible to the systems that would need to use it, and the answer becomes significantly more complicated.

AI systems are unusually good at revealing data quality problems. A model trained on inconsistent data produces inconsistent outputs. A retrieval system built on fragmented records retrieves incomplete results. The outputs look plausible — which is often worse than outputs that look obviously wrong, because plausible errors get acted on.

The ONS analysis of UK business technology adoption found that data-related challenges feature consistently in the barriers firms face when scaling new capabilities. This is not a niche technical issue. It is one of the most consistent operational constraints that AI projects encounter, and it is one that businesses routinely underestimate when making the initial business case.

Before beginning an AI initiative, it is worth asking: where does the relevant data live? Is it owned and accessible by the team that needs it? Is it consistently formatted? Has it been reviewed for accuracy? Are there known quality issues that need to be resolved before the AI output becomes reliable enough to act on? If those questions do not have clear answers, the project is more expensive and more risky than it currently appears.

Ownership: where accountability goes missing

The second readiness condition is ownership, and it is the one that most frequently explains why a working pilot never becomes an embedded capability.

AI initiatives have a tendency to be collectively owned by nobody. They start in the innovation team, or the digital team, or a cross-functional group assembled specifically for the project. Technical delivery sits with one group. Business adoption is expected to happen elsewhere. The commercial outcome belongs to everybody in principle and nobody in practice.

When friction emerges — and it always does — there is no single person responsible for pushing through it. The project slows not because of a specific failure but because of an absence of accountability.

The businesses that scale AI most effectively are consistent in one respect: there is a named person who owns the commercial outcome of the initiative. Not the technical build. Not the project delivery. The business result. Someone who is accountable for whether the organisation is actually better off because of this investment, and who has the authority and motivation to drive the operational change required to get there.

This sounds simple. In practice, it requires a deliberate decision by leadership about accountability — one that many businesses avoid because it forces clarity that can feel uncomfortable.

Workflow integration: the gap between output and value

This is the readiness condition that is most often assumed away and most frequently explains a plateau.

The standard AI project flow produces an output. A summarised document, a generated draft, a predictive score, a retrieved answer. The assumption is that outputs will be used because they are useful. That assumption is frequently wrong.

Usefulness is not the same as adoption. An AI tool that sits outside the flow of how work gets done — accessible in theory but not integrated into the steps people actually take — will be used by the people who sought it out and ignored by everyone else. Optional tools do not generate consistent value.

Genuine integration means that the AI output is embedded into the process itself. That the workflow has been redesigned so that the AI step is part of how the task gets done, not an alternative to it. That the people doing the work encounter the AI as a natural part of their process, not as a separate application they are encouraged to remember.

Redesigning workflows around technology is harder than deploying technology. It requires process ownership, change management, and the willingness to challenge how things are currently done. It is not an optional enhancement. It is the mechanism by which value is created.

Use-case clarity: the foundation that everything else depends on

It suggests that for a large proportion of businesses, the problem is not downstream in execution. It is upstream in decision-making.

And it is narrow enough that success can be defined clearly and measured within a reasonable timeframe.

“Improve customer service” does not meet these criteria. “Reduce the time a support agent spends searching for relevant policy information during a call” does. The difference is not semantic. It is the difference between a use case that can be evaluated and one that cannot.

Governance: the part that is becoming mandatory

AI governance is moving from optional to expected, and the direction of UK policy is clear. The government’s pro-innovation AI regulation framework sets out a direction of travel in which accountability, transparency, and human oversight are core requirements for responsible AI deployment.

For many SMEs, this does not require a complex governance structure. It requires clear answers to a small number of practical questions. What data does this system use, and is it appropriate to use it? What decisions does the output influence, and is human review required? Who is responsible if the output causes a problem? How will the system be monitored and reviewed over time?

These questions should be addressed before deployment, not in response to an incident. The businesses that build this thinking in early find it is not burdensome. The ones that skip it find it is costly to retrofit.

The readiness questions worth asking now

Do we trust the quality of the data this depends on — not in principle, but in practice? Is there a named person accountable for the commercial outcome, with the authority to drive change? Will AI output be embedded into existing workflows, or will it sit alongside them? Is the use case specific enough that success can be defined and measured? Have we addressed the basic governance and oversight requirements?

Every no is a known risk. Projects that begin without addressing them do not fail randomly. They fail predictably and expensively, in ways that were visible in advance.
